Description
Added support for mips==32 for R4000 processors. Support consists of #ifdef's to properly manage R4000 issues vs R3000 issues. I only retested on two R3000 bsp's (jmr3904 and Mongoose), but the updates are reputed to work. I believe this means the R4000 support in RTEMS is demonstrably working, but I don't have any way to test this further.
Added primitives to get/set fcr31 in cpu.h
