Description

The mail list archives for the users and snapshots mail
lists are currently being run manually. MHonArc could be
configured to run automatically on a daily basis, or even
upon the receipt of mail to the list.

Regeneration of the htdig index falls into this same
category. At least, it needs to be automatically updated
periodically.

State-Changed-Why: MHonArc now runs every 30 minutes to freshen the mail list archives, and on the first day of each month to regenerate the index of messages. The HTDig PR will be reopened in the IT DB.
