Description

The "Confidential"-field in
http://www.rtems.org/cgi-bin/gnatsweb.pl?debug=&database=RTEMS&cmd=create
defaults to "yes".

I don't know if it is used for RTEMS at all and if what it might be used for, but IMO this doesn't make much sense and should be changed to "no"

State-Changed-Why: dbconfig changed to default to no. I also tidied up the
Submitter-Id. The change from gnats 3 to gnats 4 required
that a lot of the configuration be redone. If you spot
anything else please file it.
