The gen68360 supports 2 BSP variants:
gen68360 and gen68360_40.

The gen68360_40 uses CPU_CFLAGS=-m68040, i.e. is compiled using the m68040 instruction set.

gen68360/wrapup/Makefile.am performs some wild guesses on presence of libcpu/m68k/m68040/fpsp, which only is built if RTEMS_CPU_MODEL=m68040.

This does not match. Either gen68060_40.cfg/gen68040.cfg should also set RTEMS_CPU_MODEL=m68040 when using CPU_CFLAGS=-m68040, which will cause fpsp.rel to be built, or the references to fpsp in gen68360/wrapup/Makefile.am are bogus.
