Add minimal configuration for rtems-libbsd

Description
With its increased functionality, rtems-libbsd tends to result in a larger footprint than using the legacy TCP/IP stack. To ease and encourage the transition of users to the libbsd stack from the legacy stack, it would be good to have a minimal configuration of libbsd. This should only include features present in the legacy stack and even some of those may turn out to be optional.
As part of this, the footprint on some common platforms should be documented.

Part of that is already there with the minimal buildset:
https://git.rtems.org/rtems-libbsd/tree/buildset/minimal.ini
But most likely it would be good to reduce the functionality further than what is already done.
