RTEMS FAT32 formatter does not set the not dirty and no IO error bits

On FAT12 and FAT32 the FAT table entry 1 contains one bit to indicate that the filesystem is not dirty and one bit that no IO error occurred. Set these bits in the formatter to prevent a warning if mounted on Windows.
