Asserts in PCI BIOS support prevent network device probing

I'm trying to build an application which will work on pc386 targets with different network interface cards, some of which have PCI buses and some of which don't. The existing code in libbsp/i386/shared/pci/pcibios.c prevents this since it causes a panic on non-PCI machines.

Try to probe for an EtherExpressPRO driver on a non-PCI machine.
