Description

Submitting a PR with fix attached currently would require to edit to subsequently edit the PR to change its state from "open" to "analysed".

State-Changed-Why: This requires changes to GNATS' working model -- not just

GNATSweb. Even the ASCII interface send-pr does not support
this. Hopefully now that write access has been broadened,
this is not such a critical capability.
