dhcp/bootp initialise failure

Description

The DHCP/BOOTP code will not initialise if the first attempt fails. The interface is "faked" up with an address of "0.0.0.0" and this causes a route to added. On further attempts the faking up of the interface sets the same address but it returns an error code that the route is already set (EEXIST). This route setting is the last phase of the address set of an interface and does not effect any further code.
