config: CONFIGURE_ZERO_WORKSPACE_AUTOMATICALLY

Canonicalize CONFIGURE_ZERO_WORKSPACE_AUTOMATICALLY and use
defined/undefined instead of TRUE/FALSE.

Close #3862.
