posix: pthread_mutexattr_setprioceiling()

Accept all priority values in pthread_mutexattr_setprioceiling(). This
is in line with POSIX and FreeBSD. The priority is validated in
pthread_mutex_init(). Validate the priority only for priority ceiling
mutexes.
