score: Ensure only one CPU if required

Issue the new fatal SMP error
SMP_FATAL_SCHEDULER_REQUIRES_EXACTLY_ONE_PROCESSOR if the system starts
with not exactly one processor and an uniprocessor scheduler is
configured.
