Remove All CVS Id Strings Possible Using a Script

Script does what is expected and tries to do it as
smartly as possible.

+ remove occurrences of two blank comment lines

next to each other after Id string line removed.

+ remove entire comment blocks which only exited to

contain CVS Ids

+ If the processing left a blank line at the top of

a file, it was removed.

1	This test is broken as it is currently implemented. It is illegal for
2	a task to do Ada IO during a extension since the Ada run-time uses
3	locks to safeguard data structures. Dispatching is disabled and the
4	call to Text_IO in the Switch extension will lock the system up.

6	The proper solution is to have the Switch extension lock task and
7	time when it a switch occurs and have a single task print this
8	information as necessary.
