bsps: Move documentation, etc. files to bsps

This patch is a part of the BSP source reorganization.

Update #3285.
  • Property mode set to 100644

1This BSP is designed to operate on a variety of M16C and M32C variants.
2It is expected that this BSP will also be able to support R8C variants.

4It currently only runs on the M32C simulator in GDB.
