bsps: Move documentation, etc. files to bsps

This patch is a part of the BSP source reorganization.

Update #3285.
  • Property mode set to 100644

1Development board is phyCORE-LPC3250 RDK.  Basic initialization via stage 1
2bootloader or U-Boot will be assumed.  Drivers:

4        o Standard UART 3, 4, 5, 6 (Console = 5, 115200N1)
5        o Clock uses TIMER 0
6        o Ethernet
