bsps/arm: ARMV7_CP15_START_WORKSPACE_ENTRY_INDEX

Change the ARMV7_CP15_START_WORKSPACE_ENTRY_INDEX value to be in line
with the workspace entry in ARMV7_CP15_START_DEFAULT_SECTIONS.

Close #4394.
