user: Improve bug report section

The new content is based on the wiki page:

https://devel.rtems.org/wiki/Developer/Bug_Reporting

The goal is to remove the wiki page and direct the "New ticket" page to
this user manual section. Some content of the wiki page should move to
the "Contributing" sections since it is not directly related to bug
reporting, e.g. managing existing bugs.

14new features in RTEMS, deployment of RTEMS, helping establish a new project
15environment for a team, to application and system design.

17The RTEMS Project does not endorse or promote any provider of these services
18and we recommend you use a search engine to locate a suitable provider. If you
19are unsure please contact a provider and see what is available.

21If you develop a new feature or you have someone do this for you we recommend
22you have the work submitted to the project and merged. Once accepted into the
23project the work will be maintained as part of the development process within
24the project and this is a benefit for.
