Initial start of converting the Word outline to Rest

	10	All artifacts shall adhere to RTEMS Project licensing
	11	requirements. Currently, the preferred licenses are CC-BY-SA-4.0 license
	12	for documentation and âTwo Paragraph BSDâ for source code.

	14	Historically, RTEMS has been licensed under the GPL v2 with linking
	15	exception (https://www.rtems.org/license). It is preferred that new
	16	submissions be under one of the two preferred licenses. If you have
	17	previously submitted code to RTEMS under a historical license, please
	18	grant the project permission to relicense. See
