Support tar along with pax

Description
Rocky 9 does not provide pax. Searching PowerTools and CRB repos does not report pax or spax as available. RPM websites do not report the RPM available.
Change libdl tests to use tar if pax is not available. Update the options to map pax functionality to GNU tar. BSD tar is not supported but this should not be an issue because BSD systems should maintain pax.
Note, RTEMS 6 uses waf and Python's tarfile support.
